Haven't tested the device as a jump starter, but it has 15+ Volts on its crocodiles, so i believe it should work. As a powerbank it charged my laptop battery for ~60%, i.e. the capacity is okay (hp laptop reports the power is insufficient for charge and doesn't charge when it's on, but when I turn it off the charging works).
Quality is okay. I find 4-sector charge indicator on the device sufficient, no need to pay more for advanced model.
